As it was announced yesterday, the big Apple will hold a second version of the Guggenheim Institution's Museum. However the truth of the fact is that the Guggenheim Organization hasn't even obtained permission from New York authorities to begin building. Over two thirds of the required budget to build the museum has been obtained. However New York's City Hall seems reluctant over making the important decision.
